Starlink offers internet via a low-Earth orbit satellite network, perfect for areas where traditional fibre and mobile towers don’t reach. For much of rural South Africa, it’s a dream solution.
But here's the issue, foreign ownership laws require telecom players to have 30% equity ownership by historically disadvantaged South Africans.
Rather than rush in and risk non-compliance, Starlink has played it patient.
Instead of fighting policy, the company is said to be exploring a partnership or licensing deal with a compliant local firm. Think of it as a silent merger.

1. CAPEX Implications
R2 billion in spend isn’t light. While most of that will go into hardware, ground stations, and distribution networks, the capitalisation of assets vs. expensing of partnership fees could differ depending on how the local rollout is structured.
